Run commands:

mount rhcos-4.5.6-x86_64-installer.x86_64.iso /mnt/
mkdir /tmp/rhcos
rsync -a /mnt/* /tmp/rhcos/
cd /tmp/rhcos

Edit isolinux/isolinux.cfg
